Aim of the seminar:

The prevention of negative effects of environmental pollution by odour substances is becoming a matter of urgency to find a solution in Poland. Due to the location of numerous pig, poultry and mink farms and also industrial plants of phosphorous fertilizers, the West-Pomeranian Region (Województwo Zachodniopomorskie) is one of the regions where this problem is significant.

The aim of the seminar is to increase knowledge of public administration and to raise their awareness about odour nuisances and methods of their limitation. Knowledge on environmental impact assessment of planned investments where odour problem can occur will be passed on.

The Best Available Techniques (BAT) for prevention and limitation of odour nuisances will be presented. Administrative procedures in order to define odour air quality requirements in  integrated permits and permits for gas and dust emission to the air will be presented as well.  Proceedings of complaints by citizens on odour nuisances will be analyzed.

The following EU legislation will be addressed:

1) Directive 1999/31/EC on the landfill of waste;

2) Directive 2006/12/EC (Waste Framework Directive);

3) Directive 96/61/EC on intergrated pollution prevention and control (IPPC);

4) Directive 91/271/EEC on urban waste water treatment.

The experiences of the Netherlands, Austria, Germany – countries where legal solutions of odour nuisance problems are the advanced in the European Union – will be presented during the seminar. Methods of assessment, environmental measures and legal solutions used in these countries will be discussed.

The scope of the seminar will include methods of measurement for assessment of odour air quality. The European standard PN-EN 13725:2007 "Air Quality. Determining of the odour concentration by the dynamic olfactometric method” which assures common bases for the assessment of odour emission in the Member States will be presented.

The seminar creates opportunities to make a review of odour nuisances assessment methods and legal solutions used. The conclusions from the seminar will be used to develop a model solution which can be used in Poland.

The seminar in the form of lectures and an interactive discussion will be run. A presentation of measurements of the olfactometric method is planned on the second day. At the end of the seminar a panel discussion between EU and local experts on current difficulties in the limitation of odour nuisances in the European Union will be run. The seminar will be surrounded by exhibition featuring sensory measurements methods. The exhibition will be prepared by Laboratory of Odour Quality of the Air of Technical University of Szczecin.

The participants of the seminar will be representatives of organizations and institutions: the Polish Parliament, the Ministry of Environment, the Ministry of Health, the Inspection for Environmental Protection, the Sanitary Inspection, the Regional (Voievode) Office, the Regional Parliament, the Public Prosecutor Office, the Regional Fund for Environmental Protection and Water Management, county (powiat) offices, scientific centres, non-governmental organizations and enterprises.

In total 140 people are expected to participate
